Definitely Zophomyia temula - nothing else is so shiny-black with bright orange wing bases ... except Mesembrina meridiana, which is a larger, fatter muscid ;)

Saw a lot of these on a local nature reserve yesterday - all flying in and out of the low grass and flowers :)
