I found this fly on the beach in the Netherlands yesterday. The fly flew every time just one meter from me away and was easy to follow. Can someone confirm this as Helcomyza ustulata?

Sorry, not Helcomyza ustulata, but Ceratinostoma ostiorum (Scathophagidae) : look at the very long and strong bristles on fore tibiae and at the long protruding palpi.
