Hi,
is this kind of short and thick arista typical for some Chloropidae genus ? May 22. 2010 Helsinki, Finland.

For sure it is! The genus is
Elachiptera, which has two really common species which are numerous nearly everywhere in spring:
cornuta and
tuberculifera. Their most important diagnostic characters are in scutellum, which isn't visible in this picture.

The picture is bad but I believe the important characers are visible.
Elachiptera tuberculifera right ? (Based on pictures in the ole Bei-Bienko). Thank's Kaj :)

You're absolutely right,
tuberculifera has these long tubercles, well visible here.
