Cannot be certain at this point (no keys here atm). Did you keep the specimen? Iberian Peninsula might still yield quite a few new species so it can be useful to hold on to specimens (especially males, like this one).

You confirm my fears about the impossibility of ID Empis by photos.:|
I must admit that I am rather reluctant to hurt even a fly. Next time I will try to catch it, 'him' in this case.
