This is a thini fly I photographed on a grass leaf. It is 3 or 4 mm long.
Maybe would be into the Bicellaria genus or at least on Hybotidae family.
What do you think?

My guess is
Oropezella sphenoptera
with this big ball-shaped terminalia.
