Looks like
Campylocheta to me :) Are you seeing many flies in the Russia? I thought the weather had been quite cold there recently :)

Well, I can just say
Campylocheta, from the strong facial ridge bristles and I think the ocellars are reclinate ... but I am not sure of the species - they are quite rare here :)

No, has not collected it. For Russia it is known only praecox in the spring.:|
