April 06, 2010, Naro-Fominsk, Moscow region, Russia. Quite numerous among dry grass near water, never saw 'em flying, just running. Male, size around 1.5 mm.

Looks and sounds right. If you have some specimens I can give final confirmation.
Stilpon is far from completely known, even in Europe...

Paul gave correct identification - S. graminum, with normally developed wings.
