Looks very characteristic but i haven't any idea.
Only one scpecimen
Central Poland, near Pilica river 23.04.2006

If it is Chloropidae, so perhaps
Trichieurina pubescens?

Strange fly. I don't suspected Chloropidae
It key as
Trichieurina pubescens.

Trichieurina pubescens should be correct. I have seen no indication of other species of the genus occuring in the West Palaearctic.
