Should be Tipula (Acutipula) fulvipennis, male.

The small dark spot between Cu and A1 is exclusive to this species among the Acutipula.
Unless new species have joined the subgenus since Mannheims wrote in Die Fliegen der paläarktischen Region this should be a safe determination.

If you count the veins running to the hind edge of the wing A1 and Cu are the 2nd and 3rd.
Approximately in the middle of the cell they are bordering (cu) is the small dark spot, seen very clearly on your second image.
