Rather suprised to see this fly sitting on my greenhouse strut yesterday with an air temp of about 4'C. About 7mm body length.
Guessing on Heleomyzidae ?

The coloration, habitus (e.g. the low genae) and the two strong rows of bristles on the fore femora (anteroventral and posteroventral) seems typical of
Norellia spinipes, Scatophagidae.
From Stuart Ballīs Scatophagid key:
"[N, spinipes]: Most records are for the Spring (April to
June) when adults are usually found on daffodil leaves, but there are also
October records which seem to always relate to females."
Your specimen is a female.
