Thread subject: Diptera.info :: Unknown fly with ovipositor

Does anybody know something about this fly? I found it on 16-V-2008 in Belgium. It was sitting on a leaf of a Catalpa in our garden. The size is 3,1 mm without the ovipositor.

Thanks a lot. P. anderssoni is absent on the Belgian list, but I assume there hasn't been looked for it yet?
