Hello,
I am from Hong Kong and it is the first time I posted a thread here. My knowleadge in diptera is as a beginner and I hope I can learn in this wonderful forum!

The photo was taken in Hong Kong on 16June2009. Any tips for its family/genus/species identification?

From HK Government infomation:

they have recorded 4 Lispe spp & no Coenosia.

Yes, Coenosia, very similar to our european Coenosia attenuata, but don't know if this species is present so far...

A year ago I'd say, yes, attenuata.
But with current material from Myanmar, I'd stop at: female of Coenosia of tigrina-group, probably attenuata :D
