Not a lot that can be said about this fly photographed in the garden in October,,,,dark & hairy male sums it up.

My guess would be
Delia platura.

Delia platura has a row of 25-30 pv on hind tibia and no ad seta on fore tibia.
So I don't think it is D.platura
Í personally can't say more now, maybe later on....
