This sepsidae was about 3mm (Belgium, 20-11-2009)
What could it be ?

It could be Sepsis cynipsea, I think.

As it was observed late in the season (end november), perhaps could it also be a female of Sepsis fulgens like in this post (id Nikita 95% S.fulgens)
