Hello!
The 1.5 mm
Thaumatomyia is evident, but what about the even smaller (1-1.2 mm) black one?
Elachiptera?
Oscinella? Both at the light in garden last night (northwest Germany).

There are a few Palaearctic ones that are not entirly black, like
Spelobia ochripes, the yellow-legged spelobia (which also happens to have a yellowish head).
