Found this one on a wooden rail in the garden yesterday...Hairy wings seems to match Cecidomyiidae in the Gallery.
Only got one listed for Shetland which is
Lestremia cinerea. As this little thing was only a couple of mm in size, I suppose there are more types than the one listed....Anyone know this family??

No reason why it can't be Chironomidae...probably is ;)
First one I've seen here with such hairy edges to wings, which seemed to be more like Cecidomyiidae which also seem to have long forelegs in the Gallery Photo's.
