It looks like Phaonia gobertii, but I need more elements : the prealar seems broken on this side, and seems to be present and long on the other side (on the background), but I'm not sure. Do you have a picture of the other side ?

Not of the other side, but i believe to see on the original sized pic below this prealar - not broken but just poorly developed??

It is prone but developped, at least I can see it till the supra-alar base. I still think it's Phaonia gobertii. Check on your high resolution picture that arista is short plumose (hairs at most half as long as 3d antennal segment). It is always difficult to be sure of anything with a photo...
