What is the general consensus about this fella? I can see the long and curving vein 7. Is this feature in the Fannids often meerly a faint vein aided by a wing fold?
Oh one more question, are Fannids eyes HOLOPTIC or separated generally?

Yes, it is Fannia, male, with narrow frons.
The most wide frons in males have
Fannia brinae Albuquerque and
F. altaica Pont & Vikhrev;
the most narrow frons in females F.lustrator Harris and F.fuscila Fall.
I can't give you species level from this photo...
