Could be Phaonia palpata male
Tibia seems yellowish + 3 dc + crossveins infuscated
But not sure (frontal orbital plates seems not touching)
Maybe Nikita or Stephane can confirm...or not :)

I'm not convinced that it is a Phaonia : no Phaonia bristle visible and dark spots on abdomen, my first idea would be a male Helina...
