hmm. it seems there is no deep notch in the subcostal break. But i might be wrong.
But really seems more agromyzid than lonchaeid..

agromyzids used to have oc-bristles and this one doesn't have... (not clear though).
lonchaeids used to have closed wings ... not open like this. Maybe Roger is on the right track.

Bristles are more weakly visible but is it Agromyzidae, probably
Agromyza sp.
