I doubt
Sciapus and even Dolichopodidae! The wings (venation and spot) point to Rhagionidae. Might be a male of a
Chrysopilus species.

can't be sure, green eyes was at my specimen wery distinctive, spoted it with naked eye, but then again mybe at upper link there was to much flash.
Reuploaded image (head magnification). What is black shiny thing at the top of the eyes ?

There are many flies with green eyes... Wing venation is decisive. - On the top of the head, between the eyes, there is the place of the ocelli.
