June 15, 2009, Naro-Fominsk, Moscow region, Russia. At my balcony around 9 p.m. Size ca. 2.7 mm. Typical flashing wing movements. Subapical bristles on tibiae are present so maybe I'm wrong...

Subject changed (from: Acartophthalmus?)

Many thanks Nikita - I contacted Owen Lonsdale, and it seems that's solved - of course not Acartophthalmus, but Cnemacantha muscaria (Lauxaniidae).
