Dicranomyia (subg. Glochina, formerly Salebriella) tristis-group for sure, I think this might be D. hansiana Stary & Geiger, 1985 (ventomesal lobe of basistyle very large, rostrum of ventral dististyle not darkened at apex, rostral spines subequal in length, etc.)
