Looks like an Exorista (from the yellow-dusted face, slightly elongate body, white hairs behind the head, and bristles on the parafacial) ... my guess would be E. rustica because it is one of the commonest species, looks exactly like this and is about the right size. But ... there are other possibilities ;)

Yes it is correct, I often see it.
Bristles on the parafacial, white hairs on the occiput...
I did not see him it.

If there are discal setae, it must be rustica-group (at least, in western Europe).
So Chris is right.
