First impression is female Lypha dubia.
Are the apical scutellar bristles weak ?

My first guess was
Lypha dubia but I didn't know that they are on the wing for such a long time - amazing :)

If You mean the crossed ones, yes they are. Here You have the picture. Me too with my poor knowledge thought that Lypha dubia is early spring species.

Yes, correct.
It is a female, always later (on the average, of course) then males
