Hi, this one was found in a forest area, 680 meters a.s.l. Is ist deteminable?

Can't be sure of this one, not enough in focus. It looks a bit like Hylemya partita but that is a quess. This should have a pv seta on the hind tibia, but this is cut off in the photo. The arista looks as if there are long rays (one visible?)

Hylemya sp. all black legs, either partita or variata. Can't see hind tibia setae clearly
