Hi,
I thought I knew
Dinera grisescens meanwhile, but in this case I am uncertain, as the fly has rather dark legs, and my former Dineras had brown ones. However, the arista is feathery. How variable is the leg colour?
The pics were taken in Berlin in last June.

The colouration of the femora is, indeed, very variable in Dinera grisescens. The tibiae are always reddish.
This is tricky, since a species described from Kyrgyzstan should have black femora (and a long rostrum). So this feature cannot hold.
SO, indeed, Dinera grisescens.
A female, whereas most of your material is likely to be male.

You are really familiar with my material, dear Theo! But the prosperous Berlin population has females, too, which is thus proven. Many thanks for the explanations!
