Yes, it's an Anthomyiidae. Could be Delia platura.

It probably is Delia platura, but it could be florilega; the difference between these two common species in the males is that florilega has a comb of setae on the upper surface of the mid metatarsus which is absent in platura. Unfortunately the metatarsus needs to be looked at from the side, and in the photos it iis seen from above
