Or Chaoboridae? Or? I don't suppose it is possible go furter than family.

Date: 12 September 2008
Location: On wooden railing around a pond (Helsingborg, Sweden)

Correct. There is a good chance that this is the female of Chironomus (Chironomus) plumosus. I hope someone will be able to confirm or refute this.

Chironomidae, Chironominae - that's as far as I'll go without a specimen! ;)
