Found july Dwarsgracht Netherlands

I think it is P.halterata, but not 100% sure.

Why not. If there are 3 post dc, fairly distinct presut. ac. and arista only pubescent I agree. I can see that pra is very short and knob of halteres is dark brown.

And is the pair of pr.scutellar acr. also a identification..?
Because there is no mention of both in de Key..

Presut. acr. are not an essential character. Usually there are some rows of prac which are more distinct than the thoracic pilosity, like here.
I can't see anything against Phaonia halterata for this one. :)
