Certainly a female Cistogaster ... Theo will probably tell us there are more species in the south ;)

There are 2 very similar species: globosa in the 'north' and mesnili in the south. I'm not sure which one occurs in Croatia. Have a look at faunaeur.org.

Fauna Europea lists globosa for Croatia, but I think it is not reliable since this fly was found in an extremely mediterranean area. So I leave this as Cisotgaster sp.
