This was seen in central Cairo on the banks of the Nile at the end of November. The plant Pluchea dioscoridis is a native of Egypt and the Middle East.

Almost Nikita, but not the jackpot! :D
It's a male Eristalinus megacephalus! Aeneus has no spots on the abdomen.
