Two days ago when I was searching for hibernating winter damselflies I found 3 species of tephritids in the tops of small pine trees (Pinus) and also 2 in Calluna. This was in the Netherlands in Noord-Brabant near Grave.
I think it might be T. neessii; is this correct?

Tephritis neesii is correct.
You must have good eyes, I have problems finding them on Calluna.

Finding them on Calluna is perhaps easier than finding Winter damselflies because the latter hide themselve as they see you..
