Found 13 may Dwarsgracht (Neth.)

You are correct. And I think it is Chamaepsila sp.

In the Netherlands there is only one species of Chamaepsila.(Checklist of the Diptera, Paul Beuk ed.)
C.bicolor, can I presume this can be the bicolor ??
