Is this the right genus, and is id on specieslevel possible?

I can see at least 10(11) av on hind tibia, and arista is very short pubescent, so it should be
Eustalomyia histrio.

I agree! Nice to see the setae in focus. Eustalomyia sp are cleptoparasites on Crabro spp, often nesting in rotting oak trees.
