I'm guessing on habitus, yellow veins, shape of scutellum... don't have a key at hand here, but I don't remember the M-vein to be a useful character.

vein M in Anthomyiidae is always stright (in contrast with Muscidae).

Clearly this is a Tachinid fly or a strange Pollenia.

Indeed, a Tachinid, but agreed with Andre, the bend is rather rounded. BLondeliini ?
Can't tell more from this picture. Could be very interesting species.
