If I have taken good notes from Michael Ackland, this is very probably a female of Emmesomyia (Anthomyiidae).
Look here. ;)

Iīve read Michael Acklandīs note carefully
and found the small setae under wing base (Blue arrow on new pic) - I think:).
--Emmesomyia sp.
