It really seems to be Psilopa. I don't have my reference book here, though. :(

It is certainly not the common Psilopa that I meet here. That one has different leg colors.

They do vary in leg colour, and some of the smaller species with clear wings are difficult to diagnose - what a British bird-watcher might call a "LBJ" (little brown job).:)
