I know this photo is too poor really to put on Diptera Info, but I wondered if someone would hazard an opinion at the ID. I think it is Ctenophora festiva (Tipulidae) - black marks on wing do not reach the wing tip and there is a black band on the hind femora. From the Foret de Preuilly on the edge of the Brenne, Indre et Loire, central France, 31 May 2008.
There were four people aiming a camera at this beast and not one of them managed to get a decent shot as it legged it through the undergrowth.

Yes, your ID is correct, for the reasons you mentioned. Male Ctenophora festiva.
