Without info on where it is from I can already tell you that it doesn't belong to the family Opomyzidae. More something like Tephritidae or Ulidiidae.

The fly was seen in the Netherlands- Delft, at an abandon field. Not bigger than 2cm.

Tephritidae. My guess would be Acidia cognata. If you change the subject to "Tephritidae" you will get more response.

Yes it is Acidia cognata (Tephritidae)
