Without info on where it is from I can already tell you that it doesn't belong to the family Opomyzidae. More something like Tephritidae or Ulidiidae.

The fly was seen in the Netherlands- Delft, at an abandon field. Not bigger than 2cm.

Tephritidae. My guess would be
Acidia cognata. If you change the subject to "Tephritidae" you will get more response.
