I was considering F. (Microhelea) fuliginosa (cfr. image from BOLDsystems below). What do you think?

Species of Forcipomyia (Microhelea) have a very short hind basitarsis, no more than half as long as the second segment. Check the ratio of your fly. In the most common subgenera the first two segments are closer to equal. In a few subgenera the first segment is much longer.
