I key this to Ephydra sp, with E. riparia and E. macellaria known from Norway. However, I do not find any Ephydra species with such a prominent abdominal pattern? I am appreciative of any input!

I agree that it is Ephydra, but as it is a female, I'm not sure that it can be easily identified. The dark marks on the abdomen appear to be where the dusting is obscured by grease from the internal organs. Certainly the intensity of the markings, and the very sharp border of the markings are not typical of a pattern created by dark and pale dusting. The symmetry of the greasy marks is unusual but does occur occasionally.
