Thinophilus (or possibly some very closely related oriental genus). And it does indeed belong to Hydrophorinae!

I've got some kit of articles by Igor Grichanov (of course, about Dolichopodidae:D from Africa and Palearctica). In one review I found that there is a very cosmopolitan sp. of Thinophilus - Th. indigenus - all Africa, India, Oriental region. Is it Thinophilus indigenus, please?

Nikita, I am sorry for a long delay. I have identified your dry male as
Thinophilus tesselatus Becker, 1922: Capita zool. (Den Haag) 1(4): 35
It is the same as on your photo.
At the same time, GROOTAERT, P. & H. MEUFFELS have described three new species from Thailand and have stated that many more new species can be found there. Good hunting!

The Scatella is almost certainly tenuicosta - it is none of the other species recorded in this region, and as far as I'm aware is new to Thailand. B) (Any specimens?)
