No, this should be a Lispe. This should be unmistakable. Lispe often occurs in same habitats as most Ephydrids, and they do appear somewhat similar.

Of course this is calyptrate fly (we can see clearly the calypters on the 2 first picture), and this is
Lispe, I think
tentaculata.
