Thanks Igor - any (online) keys available for an ID approach of that genus?

Yes - click on Downloads on the homepage of Diptera > Publications on Dolichopodidae > scroll down to Grichanov_2006a. A checklist and keys to North European genera and species of Dolichopodidae Hydrophorus starts on p95. James |

With only 2 setae on the scutellum its likely to be Hydrophorus oceanus (Macquart) - which fits also with the habitat

Yes - only two scutellar setae, and the key directly leads to that species
