Length about 3 mm.

Yes, I'd say Orthocladinae.

With chironomids, specimens are easier than photos, and males easier than females. But someone who has more experience than me might be able to look at your pictures and suggest a genus or even a species. Sadly, we are still unable to separate many species on female morphology - male genitalia is often the only way to give a positive ID.
