Thread subject: Diptera.info :: Agromyzidae female ? --> Lonchaeidae laying eggs

Hi
I found this one on an old partly dead willow. It was inspecting the trunk and seemed to lay eggs under the bark (Belgium, 27-06-2015).
What could it be ?

Lonchaeidae. Habitat is common for the family.
