Hi,

here in central Europe this would be Minettia longipennis, Lauxaniidae.

Minettia longipennis may be the commonest of the species like this, but martineki is very similar. They differ in setae in the legs and these cannot be seen in this picture. M. martineki has a more southeastern distribution in Europe.
