Somehow I think this is not Pegomya, but Paradelia, because of the ocre brown coloring on thorax and abdomen.
Maybe Paradelia setiventris (with yellow legs and enlarged postpedicel ), but I have never seen this species.

Best way is to try to collect a male specimen.
