Yes, a male black fly.

I do not know how to identify species from your area. In North America some characters used early in keys are distribution of hairs on the radius and costa, branching pattern of gills, structures on the first two hind tarsomeres, and presence of small basal tooth on female claws (normally used to grasp feathers).
